Emerald Coal Resources, LP, Docket No. PENN 2011-168; Secretary of Labor v. Cumberland Coal Resources, LP, Docket No. PENN 2012-278.  (Issues include whether the Administrative Law Judges erred in concluding that impermissible accumulations of coal existed.)
